Issues for Hacktoberfest 2019

Hi all,

It's nearly time for the Hacktoberfest 2019. For those who do not know -
it's a global event encouraging developers around the world to contribute
to open source projects. For more information check official web page:
https://hacktoberfest.digitalocean.com .

I am wondering if there's any possibility to duplicate few JIRA issues as
Github issues and label them with 'Hacktoberfest'. In this way our project
could join the event and maybe a few more contributors will join! I think
there's no option to "block adding issues" but for a month period this
should not be a problem.

What do you think?

This is a great idea (both - Hacktoberfest and Pycon DE). I actually got my
Hacktoberfest T-shirt last year by contributing to Airflow :).

We will need to enable Github Issues in the project if we should follow
that (this is not technically needed but then people won't find the issues
through the Hacktoberfest issue discovery mechanisms).

@Sergio Kefalas <se...@gmail.com>  I think there is no "usual" way -
each community is different :).

Proposal - maybe it's best if we make a request #random channel in
Airflow's Slack (https://apache-airflow-slack.herokuapp.com/) to ask people
to point out some issues that are simple.

Also we have quite easy first-time-contributor environment setup (see
CONTRIBUTING.md and BREEZE.rst in the project) so it should be fairly
straightforward to start hacking.

Hey Tomek,

In two weeks there's going to be a sprint in Pycon DE and I want to have
airflow as one of the projects there.
So my plan is till next weekend to gather some tickets and label them
accordingly to cover 2-3 different possible contributors profile.
I would be glad to combine the two tasks.
I would also love some guidance on this by the community here. So how is
usually handled in communities?
