I was looking at that one too... was thinking could just swallow the exception and keep going w/ the move of the other regions still on first server.  But what you do looks fine by me too... lets try it.  I'll apply.  We can leave issue open as a blocker and see how it goes over the next few days.  If this fairly common failure doesn't show in next day or so, we can close it.
