   The new repos (arrow-rs and arrow-datafusion) and now ready to accept
   PRs but we need to create GitHub templates explaining the process and send
   an update to the dev@ mailing list. Andy volunteered to do this.

   There was a brief discussion about moving arrow2/parquet2 to
   experimental repos under Arrow governance. Jorge is planning on raising
   this for discussion again once we’re finished with the current migration
   work.
