disabling internet connectivity with 1-click

We urgently need the ability to disable internet-connectivity with one single
click.
If internet-connection (or the http-proxy) is going down, Archiva practially
stops working completely, because it runs for each remote repo in a timeout
after 5 minutes.

Is there any trick to do this, I mean to prevent Archiva trying to connect
to any remote repo?
