Resolution: Cannot Reproduce
Rayees, I can't reproduce the bug on the latest 4.3 build (dd3a511c66709646c38f8acf628fd1087aba36b4). The newly created user is being returned.

>From the code, I can see that the only situation when user is not returned, when his state is not Active. Once you see the issue again, check vpn_users DB table for the user state. If the state is not Active, we might have to debug to see why the user was created and put in incorrect state. And you will have to create a new bug if you experience it.
