Screenshots illustrating the issue

Steps to demonstrate:

1. open AOO Writer
2. Insert a frame
   Insert > Frame
3. Take a look at Line Color (of the border) icon on the Frame toolbar. 
   Smaller square WITH BORDER over bigger square. Easy to spot 
   if - in Border Color dialog -  you change border color from black
   to any other color available.
4. If you check: AOO Help, Add Commands dialog and Change Icon dialog
   you will see that the relevant icon therein is slightly different
   i.e. smaller square has NO BORDER.

Line Color (of the border) icon is present also for example in Table toolbar.
