In terms of required labeling, putting the license text in our LICENSE file should, unless it's a very odd license, be fine. It's also safer to rely on this.
Putting something in the NOTICE file is more stylistic imo. +1 for some kind of commentary on how to approach the problem. I'm not sure I have the ideal content for that commentary though.
