send persistent message no return

when I use IMessageProducer. Send(IMessage message, MsgDeliveryMode
deliveryMode, MsgPriority priority, TimeSpan timeToLive); and the second
paramter is MsgDeliveryMode.Persistent.sometimes this function will not
return,therefore the process will suspend.I never know this happens.how
could I slove this problem?
modify my code or modify the activemq settings?
