Yep it's fine -- JIRA creation issues are specialized issues (b/c they
collect
JIRA metadata like project members, short name, etc.) B/c of this they
can't be
sub-tasks of a super task, and thus can't be associated with INFRA-5913
besides
"issue linking", which you are probably fine to do as well!
In fact, I just noticed they are linked :) (and 5922 is now closed!)

Hi Kevin, IMO that should be fine. The request for jira is a separate infra
jira (not a subtask of the closed one).
