I've changed so that additionally to only have score settings in SQL database
you also can store rules in SQL database. This is so that you can per user turn
of rules or change settings. (Naturally you cannot activate rules with SQL.)
This is primarly for use if you have a global filtering with web based
configuration of spam configuration and no homedirectories.
