[VOTE] Apache POI 3.13-final release (RC1)

Hi,

I've prepared artifacts for the release of Apache POI 3.13-final (RC1).

The most notable changes in this release are:

- conditional formatting support for DataBars, Icon Sets / Multi-States, and Color Scales
- various improvements in spreadsheets formula and cell reference handling
- enforcement of locale and timezone-aware handling through forbidden-apis check,
locale and timezone can now be switched via LocaleUtil
- common api for slideshow (common sl) is now available
be aware of several api breaks especially in HSLF text handling

https://dist.apache.org/repos/dist/dev/poi/3.13-RC1/

All tests pass. ASC files verify and MD5/SHA1 are correct. Docs look fine.
There's no clutter in the src/bin packages. The src package can be compiled.

Please vote to release the artifacts.
The vote keeps open for 72hrs, 2015-09-24, 23:59 UTC,
planned release announcement date is Tuesday, 2015-09-29.

Here is my +1

Andi

package-content looks good, my pet-projects work fine with the new
packages, source build works, ..

I think it's too late now, but I've fixed it on trunk so it'll be in
3.14. Thanks for the patch.

bug 57893, which was fixed for 3.13, introduces a behavioral
inconsistency between (S)XSSFSheet and HSSFSheet. I wrote a patch (bug
58350, https://bz.apache.org/bugzilla/show_bug.cgi?id=58350) for this
that should be included for the 3.13-final release before this
inconsistency goes out into the wild. If it's too late, no biggie,
we'll fix it in the pi release.
Otherwise, has my +1.

[RESULT] [VOTE] Apache POI 3.13-final release (RC1)

Posted by Andreas Beeker <ki...@apache.org>.
This vote has passed with 4x PMC and 1x soon-to-be-PMC :) +1 votes.

I'm now releasing the maven artifacts and check for the other after-voting-todos.
I'll announce the release on the website, when I see the files on maven central.

Andi.
