html tags need bundle attribute

Summary: html tags need bundle attribute
           Product: Struts
           Version: Unknown
          Platform: All
               URL: http://www.blue-moose.net
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Custom Tags
        AssignedTo: dev@struts.apache.org
        ReportedBy: edgar@blue-moose.net

I don't know how this one flew in under the radar but...

The HTML tags (text, submit, select reset, radio, password, multibox, link,
img, image, hidden, frame, file, checkbox, cancel, and button all could use a
bundle attribute.

Currently all altKey, and titleKey text must be in the default message
resources bundle.

I don't have time to look at this now, but I thought it would be good to post
it since I am fighting the issue in one of my apps.

Edgar
