The XML source for the `httpd` manpage [contains serveral `seealso` tags
](https://svn.apache.org/viewvc/httpd/httpd/trunk/docs/manual/programs/httpd.xml?view=markup#l42),
but these never make it into the [generated
manpage](https://svn.apache.org/viewvc/httpd/httpd/trunk/docs/man/httpd.8?view=markup).
This makes the page confusing to read: the formatted page says, at one point,
“See Stopping Apache httpd for more information”, but provides no indication of
where this can be found.
Other pages, such as the one for `apachectl`, have the same problem.

this cause could be much likely that in the xml files are not included the
<seealso> tag </seealso> at the summary section. so at the time the its the
documents are built, if its not included in the xml it wont generate this
secction on the documents.
on the other hand, we should first look at
