mod_cache never caches responses for requests requiring authorization

If a request requires authorization, mod_cache never caches the response.
However, section 14.8 of RFC 2616 says that a shared cached can cache under 
some situations, e.g. cache-control s-max-age/must-revalidate/public is 
specified.
