The patch appears to be for a previous version of commons-attributes. The way 
attributes are specified, stored and accessed have changed completely since 
then.

Just to show how much it has changed: Right now, you'd define something like 
this:

/**
 * @@MyTag( "value1" )
 * @@MyTag( "value2" )
 */

and then make sure that the MyTag.equals method doesn't return true for 
instances of MyTag with different values.
