Looks like Apache JClouds supports SoftLayer:
https://jclouds.apache.org/reference/providers/

In this case Ignite can be deployed on SoftLayer using its integration with
JClouds documented here:
http://apacheignite.readme.io/v1.1/docs/generic-cloud-configuration
