WinNT Xalan build problem

I downloaded Xalan-C_1_3-win32.zip.  Your installation
instructions imply that this distribution should include
xerces-c_1_6_0.dll.  This dll is not included in the
zip file.  Does it need to be built?  Should it be downloaded
separately?
