A temporary solution to this problem is to create own FilterDispatcher:

public class WebsphereFilterDispatcher extends FilterDispatcher {
    protected void copy(InputStream input, OutputStream output) throws IOException {
    	super.copy(input, output);
        output.flush();
    }
}
