Use of attributes - newbie questions

Are attributes to be avoided in SOAP messages?  From a strict read of the
specification, it seems that they are allowed.  However, all the examples
would indicate they are not.  What are the issues and consequences
surrounding attribute use (or are there any)? Any advice or recommendations
would be greatly appreciated.
