the URL http://www.apache.org/dist/oozie/4.0.0/oozie-4.0.0.tar.gz doesn't contain the Oozie 4.0.0 distribution anymore (only the latest 4.0.1).
We should use http://archive.apache.org/dist/oozie/.
Your patch looks good to me.
