RAT report for trunk

Can someone take a look at this:

     http://ci.apache.org/projects/trafficserver/rat-output.html


I think this was something done recently to trunk. If those should not 
have the AL2 license on them, please add them to the exclude list (in 
ci/rat-excludes.txt).

r1133905 moves our license closer to the top, but it still includes
the GPL. Google and IRC fail me. This is the most useful I've found:

I don't think we need to be concerned.

This is caused by our recent addition of --enable-wccp --enable-tproxy
to the build bot(s), I'm looking into it and fixing it asap.
