HELP: Unable to process iclas with %20 in file name

ICLAs that have blanks in the file name are encoded to %20 and when trying to add these to documents/iclas, the document is not found.

URI encoding/decoding of these file names does not solve the problem.

There are many ICLAs now waiting to be processed. 

Can this be fixed timely? The alternative is a time-consuming and error prone task.

I found some places where the ICLA name needs to be converted back from a URI.

If there are still issues with spaces/%20 please show the error
messages and/or record the exact time of the error.

There are many ICLAs in the queue now with this problem.

It's a big pain to manually process these and I'm out of town with bad internet service.
