Vote to release Apache Dubbo version 3.2.0-beta.1
Hello Dubbo Community,
This is a call for vote to release Apache Dubbo version 3.2.0-beta.1.
The release candidates:

The staging repo:

Git tag for the release:

I have checked:
* tag exists
* Compilation and packaging are fine
* Release note is ok
* LICENSE and NOTICE exist
* Signature and hash are good
The subject of the email should be as consistent as possible with the
previously published information, in the format of [VOTE] xxx

But I think it’s better to have more descriptive words on release notes instead of just listing all the pr links there.
