Ian Boston resolved SLING-2149.

       Resolution: Fixed
    Fix Version/s: Commons Log 3.0.2

fixed in r1402370. Falls back to stdout on FileNotFound or security exceptions, and uses stdout.
Added tests. I hope (think), I got the right place.
