Rebased and kicked off the tests again after making a couple little fixes suggested by [~frankgh]. Unless there's any feedback on a better way to do [this|https://github.com/apache/cassandra/pull/1704#discussion_r907888112] in [TaskFactory|https://github.com/apache/cassandra/pull/1704/files#diff-ea83625365659286d1b6ac9288fe5515a46d5cfc52102293a59130b01ddd9a9aR131], I think this is ready to go.
