   @jmarantz It is coming out once, but as per @Project0 I'm not surprised it may be also multiplied by the number of workers.
   
   While it won't pollute the logs too much, I think it is still a bug, because the message is misleading.
   
   * Either the file should be pre-created upon NGINX startup, or:
   * Keep some in-memory record that the cleanup was never run after startup, then skip the file check
