SchedulerApplicationAttempt keeps track of current consumption of an app. It would be nice to have a similar value tracked for pending requests. 

The immediate uses I see are: (1) Showing this on the Web UI (YARN-2333) and (2) updating demand in FS in an event-driven style (YARN-2353)
