[PR] Add DOCKER_COMPOSE_CMD in Makefile [dubbo-go-samples]

Currently Makefile use `docker-compose` to up the service. However, if Docker CLI was updated to Compose V2 and the alias didn't work, using `docker-compose` directly will cause failure.
