Steps to reproduce：

1. Modify configuration parameters in V0.11.3：

enable_partition=true

partition_interval=1
2.Use CLI to write data

3.Copy the data written by V0.11.3 to V0.12.1, start the server, and see if it can be started successfully

The result is：

2021-07-07 17:29:57,267 [main] ERROR o.a.i.d.c.IoTDBConfigCheck:345 - WAL detected, please stop insertion, then run 'flush' on IoTDB 0.11.3 before upgrading to 0.12.1
