any time I want to lick and drag text to another part of the document by
dragging it to the screens edge causes the pages to scroll up or down so fast
you cant even see them. Click and drag is completely useless for me.

Sample Document
Reproducible with attached sample document and "AOO 4.0.1 – German UI /
German locale [Rev. 1524958 2013-09-20 11:40:29]" on German WIN7 Home Premium
(64bit)", “historic” 4.0 User Profile used for all predecessor versions:
1. Select red text in first line
2. Click into text, keep mouse button pushed and drag and drop down selection
until you reach bottom of text area
Expected: text starts scrolling line by line (may be 5 ... 10 lines per
second)
Actual: unpredictable jumps

(a) For me that never worked better, same with OOo 1.1.5
(b) Menu 'Tools -> Options -> Writer -> View - Smooth Scroll' does not help
(c) seems unrelated to properties like 'Hardware Acceleration' or
'Anti Aliasing'
(d) also bad for shapes and pictures, but worse with text
(e) Not a problem with EditPad and SoftMaker FreOffice, so I think that it's
an AOO problem.
(f) LibO 4.1 still affected
