With Impala's traditional distributed admission control, admission decisions are made in part based on eventually consistent info about the decisions made by other coordinator that is distributed by the statestore, leading to some heuristics being used to account for the possibility the info is stale.

With the new admission control service, some of this info can now be know in a fully consistent way by the admissiond. We should reconsider where some of these heuristics are no longer needed, and what info actually needs to still be distributed by the statestore.
