This is not really a proton issue.  From the error message I'm assuming you are using Qpid Broker-J as your broker.  When Qpid Broker-J starts up, the individual virtualhosts within the broker do not all start up immediately, so there is a brief period of time where the TCP/IP port for the broker is accepting connections but the individual virtual hosts may not yet be available.  This behaviour makes more sense when you consider the case of HA vritualhosts where the virtual host on this particular broker may not be the "active" node cluster and so will not become immediately active.  As such the "error" is nothing to worry about and you should simply continue to retry.
