SwitchAction is a convenience implementation that uses the specified page to 
create a forward - that forward processing is doing what you describe. While 
you say this isn't the behaviour you want - I'm sure there are people who reply 
on the fact that the forward pattern is taken into account.

Since its working as its supposed to I'm going to close this as INVALID again. 
The solution for you is to either not use SwitchAction, but create your own 
implementation that has the behaviour you want - i.e. have an action that 
returns a forward with an absolute url or specify an absolute url with 
SwitchAction.
