Description:
It would be nice to have a dev vs production mode that can dictate how maven should behave.
i.e, snapshot download can be enabled/disabled depending on the value of a property to improve the build time (of a local development environment) during the development mode, but always enabled on production mode to ensure the repeatable results.
This also can introduce a concept of "sandbox" project which can inherit projects from another project but only participates in the build if in dev mode.
