org.apache.soap.server.ServiceManagerClient & JRun

I'm trying to use the ServiceManagerClient for deployment to a JRun SOAP
server. The SOAP server works fine, the address examples work fine, but when
I try to deploy a service using the command 
 
java org.apache.soap.server.ServiceManagerClient
http://localhost:8070/SOAP/servlet/rpcrouter
<http://localhost:8070/SOAP/servlet/rpcrouter>  deploy
DeploymentDescriptor.xml
 
I get the respsonse
 
<head><title>JRun Servlet Error</title></head><h1>400 Bad Request</h1><body>
 
Content type must be: 'text/xml'.</body>
 
Any help on command line deployment of a SOAP service to JRun would be
appreciated.
