There have been reports on some OODT projects (e.g., from [~skhudiky] and others) that OPSUI doesn't work in 0.7 - the pages constantly expire. I remember seeing this behavior myself while testing out 0.7 in the months leading up to its release. I did a diff (attached) between 0.6 and 0.7 OPSUI and it looks like the only changes are related to license headers being put on the HTML files. I am not sure but I think these comments may get in the way of Wicket page constructions since the pages are snippets that are put together by wicket dynamically. 

I am going to try simply replacing 0.6 OPSUI in 0.8 and see if that fixes things. If it does, I think we are OK to remove the headers (and simply tell RAT to omit checking those parts).
