[VOTE] Apache OCW 0.4 Release

Hi Folks,

I have posted a 1st release candidate for the Apache OCW 0.4 release. The
source code is at:

http://people.apache.org/~pramirez/apache-ocw-0.4/rc1/

For more detailed information, see the included CHANGES.txt file for details on
release contents and latest changes. The release was made using the Apache OCW
release process, documented on the Wiki here:

https://cwiki.apache.org/confluence/display/CLIMATE/Software+Release+Process

The release was made from (commit 1c8631ce0ba51e8f1839d009cae4fdf5280f8ab1) at:

https://git-wip-us.apache.org/repos/asf/climate.git

Please vote on releasing these packages as Apache OCW 0.4. The vote is
open for the next 72 hours.

Only votes from Apache OCW PMC are binding, but folks are welcome to check the
release candidate and voice their approval or disapproval. The vote passes
if at least three binding +1 votes are cast.

[ ] +1 Release the packages as Apache OCW 0.4

[ ] -1 Do not release the packages because...

Thanks!

Paul Ramirez

P.S. Here is my +1.

+1. I ran all the tests by hand. I think I have a local conflict with
installing nose via pip vs. conda. Looks really good to me.

Thanks for getting this RC setup.

Cheers for rolling this Paul. Everything looks good to me. Tests are
painfully slow when example files aren't cached. Definitely going to need
to fix this for 0.5.

+1 on the release

Thanks again!
