## What does this PR (Pull Request) do?
This PR modifies the experimental Traffic Portal implementation using actual, supported Angular versions and server-side rendering, built with self-service in mind.
This fixes some bugs caused by new API restrictions in the past few months and introduces a new score-based fuzzy search that orders results by their relevance. Most importantly, though, it updates the Angular version used from 7.1.4 to 8.3.23, which allows it to compile for the latest NodeJS version.

If you actually care to verify it, you can follow the README instructions to build and run the experimental UI. You could also run the tests, but they're currently broken due to component changes.
