[jira] [Created] (AVRO-2991) [Build] Investigate github actions for PR validation

Ryan Skraba created AVRO-2991:
---------------------------------

Summary: [Build] Investigate github actions for PR validation
                 Key: AVRO-2991
                 URL: https://issues.apache.org/jira/browse/AVRO-2991
             Project: Apache Avro
          Issue Type: Task
            Reporter: Ryan Skraba

Github actions are an alternative to Travis-CI, and offer much of the same functionality.

One thing that might be interesting with github actions is the ability to share artifacts between build steps. Outside of using the cache, I didn't find any way to do this with Travis. This fits nicely with our use case of building many different artefacts, then testing interoperability, and we might see some improvements in build time as a consequence.

We should investigate whether this is a worthwhile solution for our project.
