This patch provides 2 different {{<junit>}} invocations and dispatches to the correct one depending on the Ant version.  A new {{junit-init}} target sets up the properties, classpath, and compilation file sets that are common to both invocations.  I tested the following build commands using both Ant 1.9.4 and Ant 1.9.2:

However, we can continue to support older Ant versions by calling the <antversion> task and dispatching to a clone of our <junit> task call that doesn't use the threads attribute.  Users of older Ant versions will get the slower single-process test execution.
