   The current Metrics CI failure on this PR is from `OpenTelemetrySanityTest.testOpenTelemetryMetricsOtlpExport`, which appears to be caused by the OpenTelemetry sanity test still waiting for the old `queueSize_ratio` metric on branch-4.2 after the OpenTelemetry library upgrade backport.
   
   I opened a branch-4.2 test-only fix for it: https://github.com/apache/pulsar/pull/26209
