Presently, the netcore image bundled with the app core uses a default `timestamp` flag for `create-image` step. This PR introduces an environment variable `MYNEWT_USER_CREATE_IMAGE_ENV_VAR` that can be set to pass user defined flags to this call. If this variable is not provided, script will use the default `timestamp` flag
