Description:
The LOCALE_SEPARATOR is used to programmtically seperate the locale from the variant, but java uses an underbar (_), whereas the constant defined in this class is a dash (-). The WSRPEngine when trying to match requested locales to a portlet's locale won't find matches because this constant is incorrect.
