Further profiling has shown that the new long pole in the tent is the {{PathRetractionStrategy}}.  Strategy application is still running pretty quickly so we're in pretty good shape but I'd like to make it faster.  Due to the complexity of the {{PathRetractionStrategy}} I will not risk introducing issues with a refactor for this release but will target performance improvements for 3.3.
