quite sure about that, since GPLv2 isn't a compatible license.
However, there's no need for the licenses to be compatible, as long as that piece of software isn't part of the JSPWiki (let's call it core distribution) itself.

@Devs: This is leading to an interesting question: Will users be allowed to upload (third party) patches, plugins etc. to a jspwiki.org site hosted at ASF, if they're not compatible with the Apache License?

The license page says Raptor is "distributed under the GPL Open Source
license."  Does it have to explicitly say what version of GPL it's
licensed under, in order to be compatible with Apache?  Or is one
assumed?
