Add a new rule to the Enhancement Structure, that fise:confidence values of Enhancements MUST BE in the range [0..1] where
1 ... highest confidence
0 ... no confidence
NOTE: while fise:confidence values do use xsd:double as data type values MUST NOT interpreted as using a rational scale (meaning that a confidence of 0.8 is more certain as a confidence of 0.4 but is does not indicate that 0.8 is double as certain as 0.4.
