Where is the issue tracker?
As the subject says - there is a link to Bugzilla for Rivet, however
that appears to be defunct - the summary page [1] says: [INACTIVE, NO
LONGER IN USE]

I'm going to investigate on this, I didn't remember we were notified of
the bug tracker dismissal. But The traffic on this list is really low so
I think you may file your bug directly on rivet-dev@tcl.apache.org
