Description:
W3C DOM L3 Core test case domconfigschemalocation1 currently fails because attempting to set the value of 'schema-location' without a non-null value for 'schema-type' having been set beforehand results in an exception being thrown.
Eliminating the check to see what the value of 'schema-type' is before setting schema-location is needed because order should not matter. schema-location should be "ignored" if schema-type has not been set, but it still must be allowed to be set.
Similar changes are needed in setParameter method in DOMParserImpl.
