RFE: switch to commons-logging

I want this, too. I was about to make a CommonsLoggingLogSystem, when I found
it already exists in Velocity-Tools. ;)

This would be a solution for Velocity 1.4 users. Just set
runtime.log.logsystem.class=org.apache.velocity.tools.generic.log.CommonsLogLogS
ystem
in the velocity.properties.
