[Vote] Move RAT over to Gitbox

Hi,

as RAT is still on Subversion many people stumble upon this ancient
Github repo: https://github.com/apache/rat

In order to benefit from the Github/Gitbox integration and the current
press releases/discussions I'd propose to trigger the move to Gitbox for
RAT.

I'm looking forward to your opinions until 2019-05-10 before I'd trigger
an INFRA ticket.

[ ] +1 - pls start with the migration for RAT
[ ] -1 - keep everything as it is (Subversion)
[ ] 0 - neutral, but I wouldn't mind migrating to Gitbox with RAT

ups - seems that we already have everything up2date and in sync with Github:

I guess I'll file a ticket to get rid of the other repo

@Stefan: do you know how this repo came into being?

Just filed
https://issues.apache.org/jira/browse/INFRA-18566
as I'm unable to remove the branch trunk.

Master is already set as default branch and no open merge requests exist.

The default branch name for Git is master, whereas SVN uses trunk.
If possible, this rename should take place on conversion.

If the master branch is set up later, make sure that trunk is not left
lying around.
Otherwise PRs may be raised against trunk causing extra work for everyone.

e.g. Commons has just dropped trunk; this closed all the outstanding
PRs on trunk.
These have to be re-opened and redone against master.

Infra moved *existing* Git repos from git-wip to github as git-wip was retired.

SVN repos are not being retired, indeed are actively supported by Infra.
Projects can remain on SVN as long as they wish.

Definite +1, but a question: Didn't Infra perform a that migration for
*all* repos, anyways?
